Draft Delivery Program 2025-2029 and Operational Plan 2025-2026 and Draft Resourcing Strategy 2025-2035

On 7 April 2025, Council endorsed the public exhibition of the draft Our Wollongong Our Future 2035 planning documents. The draft plans set out the vision and goals for the Wollongong community and Council’s actions and resource commitments in working towards achievement of the Community Strategic Plan and Council’s Delivery Program.
They outline both the big projects, as well as all the day-to-day items Council delivers and they set out what we’re committed to doing for you, our community.
It’s within these plans that you’ll find what we’re delivering for our libraries and community centres, our pools, our footpaths and cycleways, our sports facilities and our significant investment in sustainability and climate action. There is a $539M Infrastructure Delivery Program proposed for the next four years - it is here you can find more details on the projects we are planning to deliver, you can also view them on this interactive map.
We would love to hear your thoughts on the plans, please make a submission to let us know what you think.

Draft Resourcing Strategy 2035
The Resourcing Strategy outlines how Council will manage and allocate its resources (finances, assets, people and information management and technology) to implement the Delivery Program, delivered through Council’s Services. The Draft Resourcing Strategy includes the following key elements:
- Draft Long Term Financial Plan 2025-2035
- Draft Asset Management Strategy 2025-2035
- Draft Workforce Management Plan 2025-2029
- Draft Digital Technology Strategy 2025-2029
The Asset Management Policy outlines the responsibilities and accountabilities for the sustainable and coordinated management of existing and new assets. The intent of the Policy sets out the asset management principles, establishes the strategic asset management framework, defines key roles and responsibilities, by promoting sustainability and supports inter‑generational equity.
Draft Financial Sustainability Council Policy
This Policy is developed to provide direction and context for decision making in the allocation, management and use of Wollongong City Council’s financial resources to ensure financial sustainability. The proposed changes to the Policy reflect Council’s advancement in its Asset Management practices that allow a changed focus on Council’s decisions and measurement of asset replacement requirements over the short, medium and longer term.
