Draft Wollongong City Foreshore Plan of Management
Consultation has concluded
On 11 December 2023, Council resolved to refer the draft Wollongong City Foreshore Plan of Management (PoM) to Crown Lands (as the landowner) for review. Some minor updates were made and approval to exhibit was recently granted.
This draft PoM has been prepared as part of Council’s ongoing Crown Land. The draft PoM complies with the Crown Land Management Act 2016 and the Local Government Act 1993 by setting possible permissible uses and development and identifying management objectives for the land. It covers a mix of parks, beaches and open spaces along the Blue Mile from Stuart Park in the north, to Coniston Beach in the south and includes:
- Stuart Park, JP Galvin Park, most of Lang Park*, Battery Park, Osborne Park, Belmore Basin (Brighton Lawn), and Andrew Lysaght Rest Park,
- The headland at Flagstaff Point (Flagstaff Hill)
- Patrolled beaches (North Beach and City Beach) and the patrolled Continental Pool
- The Blue Mile (Tramway) footpath, shared way and cycleway
- Coniston beach down to Swan Street including part of the Wollongong Golf Course

What is proposed?
- Implementing the adopted Stuart Park Masterplan (March 2023) and any future adopted Lang Park Masterplan
- Allowing activities and developments on Crown community land that meet the Crown reserve public purpose(s), Council policies and supporting documents and relevant legislation (including approvals). For example, commercial recreational activities remain permissible within Stuart Park Crown Reserve. Skydiving, fitness trainers and learn to surf trainers are all current commercial recreational activities at Stuart Park.
- Allowing activities and developments on Council community land that meet Council policies and supporting documents and relevant legislation (including approvals).
- Authorising leases and licenses for activities and development that meet Council policies and additional legislative requirements for tenders, Expressions of Interests (EOIs) and public notices.
The draft Wollongong City Foreshore PoM is on exhibition from Tuesday 17 December 2024 to Wednesday 26 February 2025 and can be viewed:
- At all Wollongong City Libraries branches during opening hours
- At Council’s Customer Service Centre, Ground Floor Administration Building, 41 Burelli Street Wollongong, between 9am and 5pm weekdays
- Online via the Documents Library
