On 3 February 2025, Wollongong City Council resolved to seek a gateway determination from the NSW Department of Planning, Housing and Infrastructure and obtain community input on a Planning Proposal to rezone and amend the planning controls under the Wollongong Local Environmental Plan 2009 for land at 21 Barham Place, Horsley.

Previously we conducted a non-statutory preliminary exhibition between 22 July – 19 August 2024. The comments received were used to guide the Proposal and a summary was included in the 3 February 2025 Council report for Councillors to consider.

We are now inviting feedback following the 2 April 2025 gateway determination. A summary of what we heard will form part of a post exhibition report that is considered by Councillors when making their determination on the Planning Proposal.

Should Council resolve to finalise the proposal, the planning controls applicable to the site and Part 7 Local – provisions general, of the Wollongong Local Environmental Plan 2009 will be amended.

The intended outcome of the proposal is to facilitate the potential for increased residential development on the site while increasing environmental protections within the floodplain.

What is proposed?

In summary, the Planning Proposal seeks to amend the planning controls in the Wollongong Local Environmental plan 2009 by:

  • Rezoning a portion of the site to R2 Low density residential from RE2 Private Recreation, to facilitate a potential increase in residential development within the West Dapto Urban Release Area.
  • Rezoning the remaining RE2 Private Recreation zoned land to C3 Environmental Management and amend the associated planning controls for all land within the floodplain.
  • Amending Part 7 Local provisions – general. The proposed local provision is expected to guide any future subdivision of the site. The expected conclusion being the ongoing environmental management of the floodplain and riparian corridor following subdivision of the site.
