On 3 February 2025, Council resolved to exhibit a Planning Proposal to amend Schedule 2 Exempt Development of the Wollongong Local Environmental Plan 2009 to include Temporary Events (Commercial and Community). Council also resolved to exhibit an amended Wollongong Development Control Plan 2009 - Chapter C6 Events Management.

What is the Planning Proposal?

The Planning Proposal will reduce the approval steps under the Environmental Planning & Assessment Act 1979 for hosting a commercial and/ or community-based event on Council owned and/ or managed land, making it easier for event organisers. This will classify certain temporary events as exempt development. (Note: Council owned and managed land also includes Crown Lands and land within the road reserve where Council is the roads authority).

Event organisers will still need to obtain an event approval from Council and possibly other licences or permits required under relevant legislation e.g., liquor licence.

Where a temporary event falls outside the proposed exempt development provisions, Chapter C6 Events Management of the Wollongong Development Control Plan 2009 applies and requires lodgement of a Development Application.

What is being updated in Chapter C6 - Events Management of the Wollongong Development Control Plan 2009?

It was identified when preparing the Planning Proposal, that the Wollongong Development Control Plan 2009 – Chapter C6 Events Management also required updating to reference current legislation and standards. In addition to updating references, a full revision of the Chapter was carried out to be consistent with Council’s current Development Control Plan standards.
