On 18 March 2024, Council resolved to exhibit an updated Figure 17 of the Wollongong Development Control Plan (DCP) 2009 Chapter D16 West Dapto Urban Release Area (WDURA). A review of the Cleveland Road Neighbourhood Plan precinct boundary has occurred, and it is recommended that Figure 17 be amended to show the Neighbourhood Plan boundary as three smaller Neighbourhood Plan precincts that still achieve Neighbourhood Plan objectives.

What is a Neighbourhood Plan?

Neighbourhood Plans tie into the West Dapto Vision. They provide a guide about the mix of housing, roads, parks, shops and facilities that will be included in a specific part of West Dapto. A Neighbourhood Plan must be adopted before Council determines a development application for land within the West Dapto Urban Release Area.

Background

The current Cleveland Road Neighbourhood Plan precinct covers 369 hectares, which is the largest precinct in the West Dapto Urban Release Area.

On 27 November 2023, Council resolved to finalise the rezoning of a large portion of the Cleveland Road precinct (within Stage 3), which could yield an estimated 2,275 dwellings.

The Wollongong Development Control Plan 2009 – Chapter D16 West Dapto Urban Release Area Figure 17 current map shows Stage 3 being covered by two Neighbourhood Plans:

  1. The Cleveland Road precinct
  2. Cleveland Road West precinct

To facilitate the timely delivery of housing, Council recommended a review of the existing Cleveland Road Neighbourhood Plan precinct boundary. This recommends that the precinct be divided into three smaller Neighbourhood Plan areas to create more manageable areas and assist with the delivery of housing, while still achieving neighbourhood scale outcomes (see proposed map).

The Proposed Cleveland Road Neighbourhood Plan Boundary Change is on exhibition from Monday 29 April to Monday 27 May 2024 and can be viewed:

  • At all Council libraries during opening hours
  • At Council’s Customer Service Centre, Ground Floor Administration Building, 41 Burelli Street Wollongong, between 9am and 5pm weekdays
  • Online via the Document Library
