Review of the Codes of Conduct 2025

Council maintains a set of adopted codes of conduct that relate to Staff and Councillors as well as Committee Members, Delegates and Advisors. These Codes of Conduct are essential to maintain public trust and confidence in local government. These codes set the standards of behaviour for Council officials and help staff comply with their professional obligations and maintain high standards of ethical conduct, including transparency and accountability.
Council must follow these Codes in all operations. The Codes must include all the required provisions from the NSW Government Office of Local Government's Model Code of Conduct [made under section 440 of the Local Government Act 1993 and the Local Government (General) Regulation 2005]. Extra provisions can be added, but they must not go against the required ones. By law (section 440), Council must adopt this Code within 12 months after each local government election.
Council resolved on 30 June 2025, to place on public online exhibition, a draft Review of the Codes of Conduct for Staff, Councillors, Committee Members, Delegates of Council and Council Advisors and draft Procedures for the Administration of the Code of Conduct.
Background:
Council recently checked its Codes of Conduct to make sure they still follow the rules set out in the Local Government Act 1993. Since we updated them in May 2024 using the official guidelines, they’re still current and don’t need any major changes.
The NSW Office of Local Government is reviewing the Councillor Conduct Framework with a view to facilitate and support local decision making. They released a paper in November 2024 “The Councillor conduct and meeting practices – A new framework” asking for feedback from the public and councils. Our Council reviewed the proposed changes and sent in a response at the November 25 meeting.
As the new Model Codes of Conduct have not been approved yet, Council plans to put the current Codes of Conduct on public exhibition. This means the community can review it and give feedback.
The draft Review of the Codes of Conduct for Staff, Councillors, Committee Members, Delegates of Council and Council Advisors and draft Procedures for the Administration of the Code of Conduct are on exhibition from Tuesday 1 July 2025 to Tuesday 29 July 2025 and can be viewed:
- At Council’s Customer Service Centre, Ground Floor Administration Building, 41 Burelli Street Wollongong, between 9am and 5pm weekdays
