Updating Wollongong's Development Controls: Car Parking, Access, Facilities and Traffic Management
On 24 February 2025(External link)(External link) Council resolved to exhibit and seek feedback on proposed updates to Chapter E3 - Car Parking, Access, Servicing/ Loading Facilities and Traffic Management of the Wollongong Development Control Plan (DCP) 2009.(External link)
The purpose of this Chapter is to outline the objectives, controls and design guidance for the management of traffic impacts associated with development in the Wollongong Local Government Area. The Chapter also outlines Council’s requirements for the design, construction and provision of parking, access and loading facilities for specific developments.
Proposed changes:
The proposed amendments provide new objectives and controls to comply and more closely align with current legislation, State Government guidelines and Council Policy. The key changes include:
- An updated format in line with a new DCP Chapter template.
- Updated references to legislation, government guidelines, relevant government agencies and new zoning names.
- Updated chapter objectives and new development controls to comply and more closely align with the recent NSW Department of Planning publication - Minimum requirements for building site groundwater investigations and reporting(External link) (DPE 2022).
- Clarification and update of parking rate controls/ waivers and updated chapter objectives and development controls to align with the new Transport for NSW (TfNSW) Guide to Transport Impact Assessment(External link) (GTIA 2024).
- The introduction of a Parking and Access Checklist to assist in a merit-based assessment of parking requirements for 'change of use' development applications in Employment Zones (E1 Local Centre, E3 Productivity Support, E4 General Industrial and MU1 Mixed Use), where car parking demand for permitted uses in these zones varies.
- Introduction of new environmental sustainability objectives and development controls in line with recently adopted Council Policy, including Sustainable Wollongong 2030 A Climate Healthy City Strategy(External link) and the Urban Heat Strategy(External link) (2023). These include the requirement for certain new developments to be constructed to be Electric Vehicle (EV) ready and for larger developments to submit a travel plan, outlining initiatives to promote more sustainable transport options for their site.
The draft revised Wollongong DCP 2009 Chapter E3 is on exhibition from Monday 10 March 2025 to Wednesday 9 April 2025 and can be viewed:
