What is happening during Stage 1?


    Stage 1: Proposed to start Second Quarter of 2025

    Fowlers Road (South) – formerly known as Daisy Bank Drive

    Road upgrades will include:

    • 440metres of road will be widened from 2 to 4 travel lanes and include kerb and gutter, stormwater drainage and street lighting
    • The existing shared path on the eastern side of the road will be upgraded
    • A new shared path will be built on the western side of the road

     These stages of works will have a 60km/hr speed limit.   

    Stage 1 will need to be completed before Stages 2 and 3 begin. 

    ACCESS

    We know Fowlers Road is a key access road for the community, and there are times during the day (including school traffic) when there are significant amounts of traffic.

    During Stage 1, this section of Fowlers Road will always remain open to traffic. There may be periods of delay and traffic management to maintain safe access.

    We’ll continue to have conversations with the community throughout the construction period to best manage the impact and make sure we can maintain safe and appropriate access.

    What is happening during Stages 2 & 3?


    Stages 2 & 3: Pending land acquisition

    Cleveland Road – Upgrade from Fowlers Road (South) for approximately 2.5 km stretch of road North

    Road upgrades will include:

    • Stage 2 of Cleveland Road – 820m widened from 2 to 4 travel lanes
    • Stage 3 of Cleveland Road – 1780m widened to 2 travel lanes with kerbside parking on both sides
    • Road regrading*, kerb and gutter, stormwater drainage, street lighting and a shared path on the northern side of Cleveland Road. A second shared path will be constructed on the southern side of the road after the services have been installed as part of the future subdivisions.
    • Intersection upgrade and installation of traffic lights at Fowlers Road and Cleveland Road

    *Regrading is a process of reshaping the road to flatten out the peaks and smooth out the low points to create a more comfortable road to drive on and ensure proper drainage

    These stages of works will have a 60km/hr speed limit.   

    In keeping with Council’s guidelines, we’ll also plant street trees at regular intervals on both sides of the road.

    ACCESS

    Due to the significant earthworks and the road regrading required during Stages 2 and 3, this section of Cleveland Road will remain closed to traffic during the construction period. The community will need to use Avondale Road as the alternate route during this time.

    Access to private properties along Cleveland Road will be maintained via traffic management and/or temporary roads. We’ll continue to have conversations with the community throughout the construction period to best manage the impact and make sure we can maintain safe and appropriate access.


    What is the background to this project?

    The Cleveland Road Upgrade is one of several key transport improvements that Council is undertaking as part of our West Dapto Access Strategy. The strategy is our long-term to-do list to create the roads and paths needed for people to safely and enjoyably drive, walk, cycle and commute through West Dapto. This strategy will continue to roll out over coming decades as West Dapto grows. It supports the West Dapto Vision to connect this growing network of communities.

    Over the last 10 years we’ve invested more than $100 million researching, designing, upgrading and building new roads, bridges, paths and stormwater structures. In April 2020 we reached a major milestone with the opening of the Fowlers Road to Fairwater Drive Link and Karrara Bridge – see the completed works section of the West Dapto projects page for more details.

    What impacts will construction have in the area?

    You'll see and hear construction crews, their vehicles and machinery. A traffic management plan will be in place to ensure the safety of the community and workers. Working under live traffic conditions is always challenging and we ask that you plan your trips to the new conditions, follow all traffic controls and reduce speed when and if directed.

    What are the typical hours of construction?

    A contractor will be undertaking the construction on Council's behalf. Typical hours of construction will be:

    Monday to Friday: 7.00am to 6.00pm.

    Saturday: 8.00am to 1.00pm.

    Sunday and Public Holidays: Only as required.

    Some work may be required outside typical hours, due to worker and road user safety requirements.

    How will you minimise impacts for residents?

    Stage 1:

    Stage 2:

    Due to the significant earthworks and the road regrading required during Stages 2 and 3, Cleveland Road will be closed to traffic during the construction period. The community will need to use Avondale Road as the alternate route during this time.

    Access to private properties along Cleveland Road will be maintained via traffic management and/or temporary roads.

    We’ll update the community prior and during construction on expected traffic changes and/or alternate routes. We’ll do this by using Variable Messaging Signs (VMS) located at key locations and updating our project page.

    We’ll have ongoing conversations with the community so that we can continue to best manage the impact of the works through the life of the project.

    Where will the construction compound be located?

    A construction compound will need to be located close to the sites, to house the required machinery, vehicles and other necessary construction equipment.  When choosing the location of construction compounds, factors like easy site access, flat ground, sufficient space of equipment and worker facilities, and minimizing environment and community impacts are key. Sites are selected to ensure safe operations, reduce traffic and noise, and maintain access to utilities.

    We’ll use construction and contractor requirements, as well as information we hear from the community, to help select the most suitable and appropriate location/s for the life of the project. You can see the compound site options here. 


    What about flooding in the area?

    Council has completed extensive flood modelling to inform the road design. The plan includes the installation of stormwater drainage and other works that will help manage stormwater for improved road access and safety.  

    What investigations or studies have taken place?

    We’ve completed several different studies and investigations in preparation for this project. These include:

    Review of Environment Factors (REF) including specialist studies; Aboriginal Cultural Heritage Assessment (ACHA); Geotechnical Investigations and Service location assessments.



    Is Council ready to proceed with construction?

    This is a major road upgrade with staged construction, with Stage 1 proposed to start in the second quarter of 2025.

    Council has been working with the community and all the landholders including developers and private property owners in the area for several years. We’re continuing to have conversations with landowners in the area, to support all stages of construction.

    Who is funding this project?

    This project is proudly co funded by Restart NSW. The remaining costs come from Council revenue collected as part of the West Dapto Development Contributions Plan.
