Wongawilli Access Project

Road reconstruction is now well underway with many sections of the project being completed or nearing completion.

The site is still under traffic control with major construction continuing. We would like to ask that you please make sure that you drive to the conditions.

• Smiths Lane intersection will be closed and under detours until asphalt is laid Monday 15 November.

We would also like to reassure you that our staff onsite are very approachable and are more than happy to manage any requests that you may have.

Newly completed work:

• The West bound parking and travel lanes initial asphalt layer completed. (see photo)

This is now two lanes – two way travel for motorists at Wongawilli Road is available while the east bound lanes are under construction.

Nearing completion:

• The final asphalt on the entire Wongawilli Road pavement, Shone Avenue to Smiths Lane, is booked for Monday 15 November, weather permitting.
• Retaining walls are nearing completion with minor general works to be finalised over the next two weeks.

In Planning:

• Street trees have been sourced and are on order with planting scheduled for mid to late November.
• Line marking is scheduled for late November - once asphalt has cured.
• Council staff will commence shared path concrete construction from smiths Lane to Shone Avenue once all asphalt has been completed in Mid-November.

The significant volume of work continues along Wongawilli Road with multiple Council and Contractor crews on site.

Part of this work is the reconstruction of the travel lanes along Wongawilli Road. We would like to let you know that in the short term we are unable to provide two way vehicle movements at all times while this work is being undertaken.

These conditions will continue over the weekend and into early next week when on Wednesday, we will asphalt the two south side lanes and open them back up to two way traffic.

Working closely with Traffic Logistics we are managing vehicle movements through the area with signage and traffic control during and after business hours.

We will continue to monitor progress and make changes if needed.

• All stormwater pipes have now been installed in Wongawilli Road.
• The northern side concrete kerb & gutter has been poured (see attached photo)
• Stormwater pits and lintels completed on the newly poured kerb & gutter

Under construction:

• Smiths Lane intersection is under construction with kerb and gutter to be completed by the end of the week
• Block retaining walls are underway and will be completed by the Mid October
• Road and pavement reconstruction will commence at the southern kerbside lane Monday 11 October. No on street parking will be available to motorists while this is underway. Access to properties will be restricted and the site will continue to be under traffic control conditions.

In planning:

• Street trees are currently being sourced for the remainder of landscaping at property frontages
• The section of line marking from Smiths Lane to Bankbook Drive is scheduled in for mid-October.

Please remember:

• Road and pavement reconstruction on the southern kerbside lane will prevent any on street parking and restrict access to properties while this work is underway
• The site will continue to be under traffic control conditions and motorists are asked to drive to conditions.
• Property owners are reminded to park vehicles off the street and out of the construction zones where possible.

Here is a snapshot of what is happening:

• Council have completed all the Kerb and Gutter construction on the south side of Wongawilli Road, including over the culverts.
• Staff will now focus on finalising all pit construction along the newly poured kerb over culverts. Photos below
• Work is well underway on the North side pavement with preparations for a kerb and gutter concrete pour on Wednesday 22 September.
• Council staff will continue to manage the condition of the temporary road surface and dust as construction continues.
• Cadifern have commenced the installation of stormwater pipe crossings at the intersection of Smiths Lane and Wongawilli Road. Traffic movement through the intersection will be reduced to one way as this takes place.
• The retaining wall construction between smiths Lane and Jersey Farm Road will commence on Monday, 20th September 2021 and is expected to take approximately 3 weeks.

Please remember:

• The site will continue to be under traffic control conditions and motorists are asked to drive to conditions.
• Property owners are reminded to park vehicles off the street and out of the construction zones where possible.

Construction work continues at Wongawilli in line with updated NSW Public Health Orders. Our priority is to ensure the safety of our staff and the community during this work and strictly follow the COVID-Safe plan we have in place.

Council are continuing to assist with on street parking for motorists and dust suppression where possible whilst onsite.

Please note the upcoming traffic management information below, required for kerb and gutter and drainage construction.

• Kerb & gutter and driveways to residential properties have been completed including remediation work to frontages on the south side between Smiths Lane and Shone Avenue.
• West bound lanes Over the next 3 to 4 weeks, Council staff will focus on the kerb and gutter and the pavement construction on the west bound lanes.
• North side Starting next week, staff will also commence kerb and gutter construction on the north side of Wongawilli Road. This work will be under traffic control conditions during business hours.
• Drainage Cadifern are nearing completion of all drainage road crossings on Wongawilli Road. They will then move into the Smiths Lane/Wongawilli Road intersection to connect and complete the main trunk drainage. This work will also be under traffic control conditions and motorists may experience minor delays.
• Parking Changes to street signage and parking which will improve on the street parking have been approved and users can expect to see some changes to the current arrangements.
• Retaining walls A contractor has been appointed to undertake the construction of block retaining walls at Wongawilli Road with work expected to commence in the upcoming weeks.

With work progressing, updates will be fortnightly from now on. Please note the upcoming traffic management information below, required for the installation of stormwater road crossings.

• Asphalt Works The final asphalt layer for Wongawilli Road, between Smiths Lane and Bankbook Drive, was laid by Boral on Tuesday 17 August. Construction of the concrete traffic islands and line marking will follow.
• Retaining wall Between Smiths Lane and Jersey Farm Road Quotations for these works will close on Friday 20 August. Council will assess the quotations and appoint a successful contractor soon after.
• Southern Side Kerb and Driveways The kerb and gutter works are now complete on the southern side of Wongawilli Road between Shone Avenue and Smiths Lane for all properties. Council staff are also nearing completion of the driveway constructions for this section and the remediation of the nature strip behind this kerb. Turf will be laid on the frontages following these works.
• Culverts Additional Culverts were installed last week on the southern side. Pedestrian access will be maintained through the pathway on the southern side of the site.
• Stormwater Road Crossings - Cadifern will be working between Shone Avenue and Smiths Lane to install the remaining stormwater road crossings and stormwater pits over the next 2 to 3 weeks. During this time Cadifern will require the traffic to be reduced to one lane with stop/slow traffic management in place. The road will remain open for normal 2-way traffic conditions during the identified peak time traffic periods.
• Parking We'll continue to work with residents in managing their vehicles so that parking is avoided within construction zones. Council staff will provide as much notice and assistance as possible. Parking signage is currently under review with Councils Traffic Committee to determine if more on street parking can be utilised.

We are fast approaching our 12 month mark since Council staff commenced works again on this project at Stage 1B – Smiths Lane to Jersey Farm Road. The South Works 1 team, led by Leading Hand Marty Morris, broke ground with excavations on the trunk drainage at Pit No. 200/17 on Tuesday 22-September 2020.

Smiths Lane to Shone Avenue

• Kerb & gutter We have poured the remainder of the concrete for the kerb & gutter on the southern side of Wongawilli Road between Shone Avenue and Smiths Lane for all properties.
• Driveways We will continue with construction of property driveways and stormwater pits on the south side of the road with completion scheduled for late August or early September.
• North side Once the south side is complete we will cross the road and commence construction of a concrete kerb & gutter on the north side and continue with the concrete shared path.
• Stormwater pipe crossings Cadifern are working alongside Wollongong Council on this section of the road and installing concrete stormwater pipe crossings to connect north side drainage to the main trunk drainage. This work is taking place whilst the concrete culvert slab is curing.
• Road surfacing, traffic islands and line marking Boral will be onsite Tuesday 17 August to asphalt reseal the section of Wongawilli Road from Smiths Lane to Bankbook Drive. The height warning indicator Tiger Tails will then be removed from overhead powerlines. Following the asphalt, concrete traffic islands and line marking will be installed on this section of road.
• Retaining Walls we are currently inviting quotations from contractors for the reconstruction of the existing property retaining walls. These are currently treated timber and will be replaced with a block work construction.
• Parking We'll continue to work with residents in managing their vehicles so that parking is avoided within construction zones. Council staff will provide as much notice and assistance as possible. Parking signage is currently under review with Councils Traffic Committee to determine if more on street parking can be utilised.

Smiths Lane to Shone Avenue

• Kerb & gutter After the two week shut down, staff have picked up where they left off with construction of the kerb and gutter. The concrete kerb pour is scheduled for Wednesday 11 August, weather and Covid restrictions pending.
• Driveways We've restarted construction of concrete driveways to properties and will proceed from Smiths Lane to Shone avenue with these works.
• Parking during works We'll be working with residents to manage their vehicles so that parking is avoided within construction zones. Council staff will provide as much notice and assistance as possible.
• Reviewing signage We have received feedback about the location of parking and regulatory signage installed on Wongawilli Road. We're reviewing the locations to determine if any changes are able to be made to assist with on street parking for residents on Wongawilli Road.

Culverts near Shone Avenue

• Culverts Cadifern have returned to site and excavated for the installation of the remaining precast concrete culvert cells. They'll be pouring the concrete base slab in the next couple of days. This will take a week to cure before the final culverts are placed into position.
• Storm water crossings Cadifern will continue at the culverts for approximately the next two weeks and then start storm water pipe crossings from Smiths Lane.

Construction on pause - Updated Covid 19 Public Health Order

Over the weekend there was a further tightening of NSW Health restrictions in response to continued high numbers of community transmission of the Covid-19 Delta variant. In compliance with the updated Public Health Order, only repair and critical maintenance of our services will continue, to ensure safe environments for our community and crews.

What this means for Wongawilli

With construction on pause at Wongawilli Road, staff will carry out some minor works to secure the site and install pedestrian access to properties over the next couple of days. Where possible vehicle access will be temporarily reinstated to properties. We'll continue to monitor the site and carry out any necessary work to ensure the site is safe and accessible while the shut down is in place.

Major milestone - new storm water management now live

Last week Cadifern completed the final connection of the main trunk drainage which means all storm water captured will now be diverted to the outlet at Wongawilli Ponds. Once work sites reopen, Cadifern will recommence works at the culverts and at drainage road crossings.

Update on kerb and gutter and driveways

Last week we poured about 150 metres of kerb and gutter between Smiths Lane and Shone Avenue on the northern side of Wongawilli Road then started on vehicle entries/driveways. Once construction opens up again our works crews will focus on the remainder of kerb and gutter, vehicle entries/driveways and storm-water pits on the southern side of Wongawilli Road. We'll work with residents at that time to manage parking and access.

Update on Bankbook Drive

Works have been completed at the intersection of Bankbook Drive and Wongawilli Road. This is now ready for the final asphalt seal, scheduled for August.

Culverts and trunk drainage connections - near Shone Avenue

Cadifern are now onsite at Shone Avenue/Wongawilli Road culverts. They will spend the next 3 weeks installing the remaining culverts and trunk drainage storm water pipes. Public pedestrian access through this site has been maintained via a temporary concrete path on the southern side of the road/culvert.

Kerb and gutter pour - from Smiths Lane on Thursday 15 July

Council staff are preparing to pour concrete kerb and gutter at Wongawilli Road from the Smiths Lane intersection, scheduled for Thursday 15 July. We'll need all residents to remove their vehicles from the road reserve/nature strip prior to works on the day. This is to allow access for concrete trucks while the concrete pour takes place. We'll work with residents to help ensure that vehicles are temporarily relocated on the day.

Kerb and gutter - from Bankbook Drive intersection in preparation for final asphalt seal

We've also installed kerb and gutter to formalise the intersection of Bankbook Drive and Wongawilli Road. This is in preparation for the final asphalt seal on Wongawilli Road from Smiths Lane west to Bankbook Drive which will take place in August. The asphalt seal will then allow for parking lane traffic islands and line-marking to be installed along this section of Wongawilli Road.
